3. Less than 100 sq. yards of residential plot for municipality region
4. Less than 200 sq. yards of residential plot for other regions

1. Download and print Annexure-A, Annexure-B & Annexure-C. (For West Bengal Region)

2. Fill up the application forms carefully.

3. Submit Annexure-A, B & C to the respecting authority.

• Block Development Officer (BDO) For rural area
• District Magistrate
• Sub-Divisional Officer (SDO) For Municipal area
• DWO, Kolkata for KMC area

4. After receiving application you will be asked to appear for submission of proofs of your family income and Sub-Caste. The date will be decided from the respecting authority within two weeks from the date of submission of application.

After completion of inquiry if everything founds correct, then the concerned authority will issue Income and Asset Certificate in the prescribed format in Annexure-C.

Next to the appointing authority further verifies the Income and Asset certificate. If everything is found satisfactory about the eligibility of the applicant, they will issue the EWS Certificate.

Income & Asset Certificate issuing authority

To get an EWS certificate, you have to get an Income & Asset certificate first. This certificate will be issued from the following authorities in the prescribed format as given in Annexure-C.

• District Magistrate/Additional District Magistrate/ Collector/ Deputy Commissioner/Additional Deputy Commissioner/ 1st Class Stipendary Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/ Executive Magistrate/ Extra Assistant Commissioner

• Revenue Officer not below the rank of Tehsildar

Adjustment against unreserved vacancies

• An EWS applicant can also compete with unreserved category applicants.
• An unreserved category applicant if selected will not be counted in the EWS category.

Difference between the EWS category and Other categories

There is a basic difference in the reservation of the percentage of seats in government exams. ST-7.5%, EWS-10%, SC-15% & OBC-27%.

For calculation of the family income of OBC applicants, their own income is calculated not his family or spouse income. But in the case of EWS candidates family income includes gross income of all family members.

Relaxation of age limit for EWS candidates

Till now there is no relaxation for age limit for EWS candidates like other category candidates.

Note: Other category candidates get age relaxation of 5 years for applying a form.

EWS certificate validity

It is not clearly mentioned in the official notification. But in income and asset certificate you can see that there are a heading like that –

“Valid for the year ………..”

It will be filled up by the respective authority. That means it will be valid only for 1 year.
